AS13100 AESQ Quality Management System Requirements for Aero Engine Design and Production Organizations Standard was created to replace customer specific quality requirements – leading to simplification and harmonization between engine manufacturer supply chains. AS13100 is supported by a series of 13 AESQ Reference Manuals (RM) that provide additional detail on certain subjects to describe the intent of the standard and to provide guidance on deployment. The Reference Manuals are designed to enable the supply chain to deploy the AS13100 requirements efficiently and effectively. The AESQ RMs provide case studies, guidance material, forms and checklists specific to each section of the standard to aid the user with implementation.

Setting the Record Straight with Capability Indices

There is still much controversy and confusion in industry today regarding the use of process capability indices and analysis. A lack of knowledge regarding the underlying variation assumptions and rationale sampling strategies in indices such as Cp, Cpk, Pp and Ppk have added to the confusion and in many cases has led to misapplication of these widely used metrics. This issue has also promoted inconsistency in the assessment of long-term versus short-term capability and has hampered the true characterization of processes which is a critical step in any continuous improvement effort. Capability indices and analysis, when properly applied can impart a wealth of knowledge regarding process performance as well as provide focus for improvement activity through the proper characterization and enumeration of variation. EVOP Design of Experiments

Evolutionary Operation (EVOP) experimental design using Sequential Simplex method is an effective and robust means for determining the ideal process parameter (factor) settings to achieve optimum output (response) results. EVOP is the methodology of using on-line experimental design. Small perturbations to the process are made within allowable control plan limits, to minimize any product quality issues while obtaining information for improvement on the process. It is often the case in high volume production where issues exist, however off-line experimentation is not an option due to production time, the threat of quality issues and costs. EVOP leverages production time to arrive at the optimum solution while continuing to process saleable product, thus substantially reducing the cost of the analysis. Sequential Simplex is a straightforward EVOP method which can be easily used in conjunction with prior traditional screening DOE or as a stand-alone method to rapidly optimize systems

This SAE Recommended Practice applies to a production dynamometer test procedure which can be used to measure the smoke and gaseous emission characteristics of vehicular diesel engines. This procedure describes the smoke emission test method, smoke test cycle, gaseous emission test method, steady-state gaseous emission test cycle, equipment, instrumentation, calibration, data analysis, and correlation of results for comparison of production engine emission performance to the requirements of current or past Federal regulations. Variations in engines, instrumentation, and test equipment may require modifications to these procedures or data reduction methods. The acceptability of this procedure is dependent upon documented statistical data appropriate to correlate all tests, data reduction techniques, and special instrumentation to the required Federal tests. Common Process Initiative, also known as ISO 9000 is the largest and most ambitious Acquisition Reform Innovation ever taken on by the Federal Government. It is fundamentally, a broad based, universally applicable Value Engineering (VE) Program, yet it is not utilizing any of the VE fundamentals. Years of value experience is being lost. The size of the initiative (in financial impact and universality of application); its direct relevancy to the “Cost Reduction Mission” of VE; and its need for enlightened use of the VE contractual protocol and change facilitation techniques, (i.e. VECP's), makes it vital that it be heard at this conference.

Should the United States government become involved in regulating quality standards systems which provide guidelines for quality management and quality assurance of products and services? This paper examines recent developments within quality standards systems, in particular ISO 9000 and QS-9000, and their effects on small businesses, automobile and other industries, and international trade. The difference between these standards is one is representative of international consensus on the essential features of a quality system while the other is focused on applying these international rules to specific sectors of industry. Analysis is conducted on whether government involvement is necessary and, if so, the ways in which government could assist in standards development, regulation, and/or enforcement.

Accurate Elemental Analysis of Multigrade Lubricating Oils by ICP Method: Effect of Viscosity Modifiers

Inductively Coupled Plasma Atomic Emission Spectroscopy (ICP) is an industry accepted method for elemental analysis of lubricating oils. High sensitivity and multi-element measurement capability are some of the reasons for its popularity. The technique has been developed into a formal ASTM procedure, D4951. In many instances, however, the ICP method has been found to yield unreliable results. In particular, elemental analyses of multigrade oils have been frequently observed to be in error by as much as 20%. A study of oil formulation components identified viscosity modifiers (VMs) as having the greatest impact on the accuracy of this technique. The magnitude of this effect depends, among other things, on VM concentration in the lubricant. It has been found that viscosity modifier polymers interfere with the formation of aerosol, a critical step in the ICP analytical procedure, thus affecting the sample delivery to the plasma torch. The International Organization for Standardization (ISO) has been supplying standards that list the key elements/clauses and requirements for building and implementing Quality Systems for over 30 years. These standards are based on the relatively simple concepts of Total Quality Management (TQM), essential principals of management, and a “Process” approach. These standards have been revised several times over the years to make them more realistic and user friendly.
