Final rule of the Air Resources Board amends regulations under 13 CCR 2477 and adopts regulations under 13 CCR 2477.1 through 2477.21 regarding the control of emissions from transport refrigeration units (TRU) and TRU generator sets. The rule extends the deadline by which model year 2003 and older TRU engines must comply with ultra-low emission in-use performance standards. The rule also clarifies operational and recordkeeping requirements, prohibitions on selling noncompliant TRUs, and requirements for repowering a TRU with a rebuilt or replacement engine. In addition, the rule clarifies requirements to qualify as an alternative technology TRU, including hybrid-electric or electric standby-equipped TRUs. In addition, the rule requires freight brokers and shippers to use carriers with California-compliant TRUs, allows the possession of noncompliant TRUs under certain circumstances, and allows the extension of the compliance deadline when technology is not available. Finally, the rule addresses registration, identification numbers, and requirements for engine rebuilders, dealers and repair shops, and original equipment manufacturers.
