- Proposed rule of the Pipeline and Hazardous Materials Safety Administration amends hazardous materials regulations (HMR) under 49 CFR 171, 172, 173, 175, 176, and 178 to address administrative appeals submitted in response to a Jan. 19, 2011, final rule (76 FR 3308) that aligned the HMR with various international standards. The rule also addresses recent actions by the International Civil Aviation Organization's Dangerous Good Panel regarding certain lithium ion battery-powered mobility aids offered by passengers for air transport. In addition, the rule revises the HMR to address two administrative appeals in response to a Feb. 2, 2010, final rule (75 FR 5376) that revised shipper responsibilities related to package design variation, manufacturer notification, and recordkeeping requirements for certain packaging types.
