The Ministry of Internal Affairs and Communications, Fire and Disaster Management Agency, has amended regulations in regard to installation of large storage battery systems. The rule allows businesses to install such systems as part of regular buildings, such as office buildings and hospitals, if they meet specific standards. Under the previous regulations, storage battery systems using dangerous substances more than the specified quantities were only allowed if the entire building met the standards for dangerous facilities. The amended regulations provide greater flexibility and the storage battery systems can be installed in part of a regular building, such as a basement or a rooftop, under certain conditions. In addition, the rule requires dangerous facilities subject to the accident prevention plan requirement (e.g. specific facilities manufacturing, storing, or handling dangerous substances) to include in the plan measures for a possible tsunami. The regulation was adopted on May 23, 2012.
