- Proposed rule of the Department of Consumer Affairs, Bureau of Automotive Repair, amends regulations under 16 CCR 3340.1 through 3394.5 (nonconsecutive) regarding the motor vehicle emissions inspection program. The rule requires most gasoline-powered vehicles of model year 2000 or newer to receive inspections based on the vehicle's onboard diagnostic system (OBD) instead of the BAR-97 Emissions Inspection System (EIS). The rule also specifies that the OBD-focused inspection will accommodate hybrid-powered vehicle inspections. Hearings are scheduled for Feb. 19, 2013, in Rancho Cordova and South El Monte.
