Final rule of the Department of Ecology amends regulations under WAC 173-423-010 through -120 (nonconsecutive) to incorporate by reference revisions to the California clean car regulations to maintain consistency with the California motor vehicle emission standards and compliance with federal law. The rule addresses the option for manufacturers to use new federal motor vehicle greenhouse gas standards to show compliance with California's greenhouse gas limits, includes the option for manufacturers to show how they meet greenhouse gas limits across multiple states in lieu of state-by-state compliance, and updates onboard diagnostic system requirements for diesel engines. The rule also eliminates reporting requirements for emission-related equipment and required corrective action repealed by California in 2008, clarifies the emergency vehicle exemption, and updates vehicle labeling requirements.
