Final rule of the Air Resources Board amends regulations under 13 CCR 1900 through 2317 (nonconsecutive) and adopts regulations under 13 CCR 1961.2 and 1961.3 regarding the third phase of the low-emission vehicle program (LEV III). The rule reduces the fleet average emissions for new passenger vehicles, light-duty trucks, and medium-duty passenger vehicles to super-ultra-low-emission vehicle (SULEV) levels by 2025. The rule also establishes a combined standard for nonmethane organic gas and nitrogen oxides, adds more stringent standards for particulate matter, and a zero fuel evaporative emission standard for passenger cars and light-duty trucks. In addition, the rule increases the full useful life durability requirements to 150,000 miles; makes minor changes to the onboard diagnostics requirements; and revises ethanol fuel standards.
