- The purpose of this paper is to draw attention to the fact that traffic flow can be improved at relatively low cost by utilizing knowledge which already exists. Several specific examples are shown which would reduce traffic jams and improve motoring safety. Too much time and effort is being spent on 5% of the motorists problems, compared to improving the needs of 95% of the motorists.
